NSW:Two charged, Norman Lindsay artworks found

The occupants of a Sydney home where apparently stolen NORMAN LINDSAY artworks were
discovered will appear in court today, after being charged with illegal drug supply.

A 51-year-old man and a 34-year-old woman were inside a Seven Hills house when police
searched it just before 11am (AEST).

Detectives say they found 16 drawings and two paintings, all suspected to have been
stolen, and believed to be authentic works dating from early last century.

They also seized a large volume of jewellery, electrical appliances and a small amount
of substances believed to be heroin and cannabis.

The occupants, who were arrested at the scene, have been charged with drug supply and
knowingly exposing a child to illegal drugs.

They'll appear at Penrith Local Court today.

MELBOURNE, April 27 AAP - A 22-year-old man has been charged with murder after a woman's
body was found in a house south of Melbourne.

Police discovered the body of a 54-year-old woman in Macedon Avenue, Dromana about
9am (AEST) on Wednesday.

Det Senior Sergeant Ron Iddles said the woman appeared to have been bashed with a blunt
instrument on Tuesday night.

"Two people heard a woman scream from the general direction of this house and heard
a male voice," he said.

Dwaine Grant of Dromana was charged with murder at an out-of-sessions court hearing
on Wednesday night.

He has been remanded in custody to appear at the Melbourne Magistrate's Court on Thursday.

WA:Homes saved as WA bushfire contrained

PERTH, Feb 13 AAP A bushfire alert has been downgraded for residents in parts of Muchea
northeast of Perth after firefighters contained a fast-moving bushfire and saved several
homes.

Residents who evacuated have been allowed to return home and the Fire and Emergency
Services Authority (FESA) said on Sunday morning there was no longer a threat to lives
and property.

But it is advising people to remain alert as around 120 firefighters work to strengthen
containment lines around the fire that has burnt through more than 1000 hectares after
starting around 1pm (WST) on Saturday.

In similar hot and windy conditions last Sunday a fast-moving bushfire swept through
parts of Roleystone and Kelmscott in the Perth Hills, destroying 71 homes.

FESA said firefighters assisted by aerial water bombers had saved several homes, outbuildings
and sheds from the Muchea fire but a small hayshed and fences had been destroyed.

A bushfire advice is in place for the northwestern part of Muchea in the shires of
Chittering and Gingin by the Brand Highway.

The cause of the fire was not known.

FESA and the Bureau of Meteorology had warned of a high bushfire risk in the Perth
region this weekend.

CANBERRA, April 22 AAP - More Russian students will be able to study in Australia after
the federal government announced new scholarships.

Stephen Smith announced the decision in Moscow, during the first visit to Russia by
an Australian foreign minister in eight years.

Australia's education relationship with Russia was small but growing, Mr Smith said,
adding that 1200 Russian students had enrolled with Australian institutions in 2009, a
21 per cent increase on 2008.

They now will be able to apply for the full range of Endeavour Award scholarships with
the Australian government providing significant financial support for those wishing to
undertake post-graduate and vocational study.

Endeavour executive scholarships are presently available to high-achievers from the
Russian business, industry, government and education sectors.

The scholarships were also open to Australians wanting to study in Russia.

"I trust that Russian and Australian students will take advantage of these new study
and work experience opportunities," Mr Smith in a speech.

He also announced the signing of a memorandum of understanding on agricultural co-operation
to support exchange of Australian and Russian delegations, experts and scientists, as
well as participation in agricultural trade shows, symposiums and conventions.

Australia and Russia had a mutual interest in opening a new chapter in relations and
could and should do more together, Mr Smith said.

"In 2008, Australia and Russia held trade ministers talks for the first time in 13 years."

Australia was looking forward to hosting the next round later this year.

"We are currently negotiating bilateral agreements on extradition and mutual legal assistance.

"We are also negotiating arrangements covering Antarctic co-operation, investment protection,
financial intelligence, trade in meat products and agricultural co-operation."

NSW: Self-help course blamed for woman's naked death plunge

SYDNEY, Dec 8 AAP - A self-help course is to blame for the psychosis which led a "shy,
modest, gentle" woman to jump naked to her death from a Sydney office building, a coroner
says.

Rebekah Lawrence was singing in a child-like voice and shouting "I love you" to her
husband as she plunged from the building in December 2005.

The "highly regarded" worker and "sweetheart" wife had been acting increasingly psychotic
in the hours leading up to her death, her inquest heard.

She plunged to her death two days after attending the Turning Point course - described
as a "journey to the core of the human spirit".

"She took her clothes off, she was petulant in a child-like way and she asked for help
in getting dressed," NSW Deputy State Coroner Malcolm MacPherson said while delivering
his findings at Glebe Coroners Court on Tuesday.

"She became physically aggressive much like a child having a tantrum. She screamed
and misbehaved.

"Finally, Rebekah was naked, repeatedly ranting `I love you David, I love you David'
and was heard singing as she climbed onto the windowsill and jumped out."

An autopsy found no drugs or alcohol in her system.

Mr MacPherson blamed the regressional therapies used by untrained, unqualified practitioners
running the People Knowhow course for Ms Lawrence's psychosis which led to her death.

He called for an overhaul of the regulatory systems for psychotherapy practitioners
after "overwhelming" evidence of the course's responsibility for Ms Lawrence's death.

"The evidence is overwhelming that the act of stepping out of a window to her death
was the tragic culmination of a developing psychosis that had its origins in a self-development
course known as the Turning Point," Mr MacPherson said.

He said he was persuaded by the extensive evidence of psychiatrist Dr Michael Diamond,
who heavily criticised the "Inner Child" segment of the course, which involved childhood
regression of people "at their most vulnerable".

"It's the use of (these) dangerous techniques in the hands of people who don't necessarily
have the skills to work with them. That is my criticism," he said.

Dr Diamond said there was no evidence to suggest Ms Lawrence had any pre-existing psychiatric
illness before undergoing the course.

The coroner made recommendations to the NSW health minister that legal restrictions
be introduced for practising under the title psychotherapist or counsellor.

He also called for compulsory legal requirements to have tertiary qualifications recognised
before practitioners could receive any payment for their services.

Outside court, Ms Lawrence's sister, Kate Lawrence-Haynes, and husband David Booth
said they were satisfied with the findings.

"Rebekah's death isn't in vain - it's helped a lot of people who may have come to the
same grim end in the future," Mr Booth told reporters, remembering his "sweetheart" wife.

"I'm not angry, because they didn't mean to do it, but it's just unqualified people
doing damaging things to people's minds.

"(People looking for psychotherapy should) go to someone with appropriate qualifications."

Ms Lawrence-Haynes warned people thinking of attending similar courses to "tread carefully".

"She was a normal woman in her 30s, grappling with marriage issues, wanting kids -
there's probably hundreds of thousands of women out there grappling with exactly those
issues," she said.

"She wasn't strange or crazy.

"(The finding) doesn't bring my sister back. My sister would be sharing Christmas with
us ... (but) I think (the course organisers) have got their comeuppance."

BRISBANE, April 30 AAP - A bedridden war veteran was found on Anzac Day with bloody
ears, hands, face and neck after being "severely chewed" by swarming mice at a southwest
Queensland nursing home.

Queensland Health Minister and Deputy Premier Paul Lucas said although the Darling
Downs was experiencing a mice plague the incident was unacceptable.

"I would like to apologise that this incident took place," Mr Lucas told reporters.

Opposition MP Ray Hopper said Queensland Health had been slow to respond to a mice
plague at the Dalby Hospital, which includes a nursing home, leading to the attack on
the 89-year-old man.

The man's daughter said staff found her father bleeding from bites to his head, neck,
ears and hands on Anzac Day, Mr Hopper said.

"The top of his ears were severely chewed and he had bites to his head and neck," Mr
Hopper told AAP.

"His hands were covered in blood because he was trying to get the mice off him.

"We are talking about a health facility overrun by vermin. It's atrocious."

Mr Hopper said the man was so distressed that doctors had put him on morphine to calm him down.

"Here we have a man who has served his country and this is the thanks he gets," he said.

Mr Hopper said it was normal to see an increase in mice in Dalby and the Darling Downs
at the onset of winter, and the problem was usually handled with chemical sprays.

"But the bureaucrats said no sprays this year because it uses agricultural chemicals,
and that's not allowed to happen at a health facility," he said.

"They are now baiting twice a day but it's too late."

Mr Lucas said baiting would not stop a plague and said the Environmental Protection
Agency (EPA) may have had good reason not to lay baits before now.

"The EPA have rules for very good reasons. It may be that a child picks up a whole
lot of mouse bait that could affect them seriously," he said.

Queensland Health had contacted the families of other residents and offered them an
alternative location until the situation improved, but those offers had not been taken
up, Mr Lucas said.

Health Minister NICOLA ROXON has accused federal Opposition Leader BRENDAN NELSON of
siding with the alcohol industry over the government's alcopops tax increase.

Ms ROXON says Dr NELSON is putting the health of young Australians at risk by holding
up the government's 70 per cent increase in the excise on ready-to-drink alcoholic beverages
in the senate.

She says early tax office figures show the measure has resulted in a 23 per cent decline
in consumption of spirits .. including a massive decline in consumption of alcopops.

Ms ROXON says Dr NELSON is in denial over the success of the measure and she's challenged
him to explain what effects reversing the tax increase will have.

Justice Adams today said while the child had been present when Mrs Galante was murdered,
it was unlikely the toddler witnessed the shooting.

Galante showed no emotion as the sentence was handed down, but his wife's brother,
mother and sister wept and embraced.

Outside court, Mrs Galante's mother, Julie-Anne Hand, welcomed the result.

"After what seems a terribly long time, we got justice for Jody and her baby," a tearful
Mrs Hand told reporters.

"And although it won't bring Jody back, he got one year for every year that he took
- 26 for Jody and one for the baby."

Mrs Hand fought back tears as she recalled the pain of having to pretend she did not
suspect Galante had killed her daughter.

"There aren't words in this world to explain how you stand beside a killer, to protect
my daughter's (child) and make sure that justice gets done in the end," she said.

Mrs Galante's brother Colin Pomery struggled to contain his emotion, remembering driving
a young Mark Galante to school and celebrating his birthdays.

"We were all best friends, we lived in the same street," Mr Pomery said, holding his
mother's hand.

"To see him then and what he's turned out to now, you just don't know who you can become
friends with.

"Don't let go of your family, it's all you've got."

NSW: Investigations to begin into fireworks explosions

SYDNEY, Dec 9 AAP - Investigations will begin today into a series of explosions at
a fireworks company near Lithgow, west of Sydney.

Police say a container of fireworks exploded at the Howard and Sons plant at Wallerawang
shortly after 10pm (AEDT) last night.

The blast was heard up to 30 km away, and blew out windows in eight nearby buildings.

NSW Rural Fire Service spokeswoman Rebel Talbert says two buildings in the complex
were destroyed by fire and efforts to extinguish the blaze were hampered by continuing
explosions overnight.

Police found there were no people inside the complex, but fearing more explosions they
evacuated residents within a one-km radius of the site.

The risk of any more explosions this morning is thought to be small, but an exclusion
zone remains in place until an assessment has been made over the next few hours.

Police say investigators will move into the site when it's safe to do so.

They say there are no reports of any casualties.

The website for the Howard and Sons Fireworks factory says it's a world leader in the
field of pyrotechnics, and operates on a global basis.

It says the company has been responsible for some of the world's most spectacular fireworks
displays at events including the 2006 Melbourne Commonwealth Games and the 2002 Soccer
World Cup.

The national holiday road toll has risen to 14 .. with the death of a 24-year-old man
in Sydney's south-west.

New South Wales Police say the Granville man was driving north along the Hume Highway
when his car rolled and crashed into power poles at Casula .. around 9.15 (AEDT) last
night.

A police spokeswoman says the driver .. who was the sole occupant of the car .. died
at the scene.

His death takes the NSW holiday road toll to six .. and the national toll to 14.

NSW Police say motorists are ignoring pleas to watch their speed, with more than three-and-a-half-thousand
motorists caught speeding in NSW since Operation Stay Safe began on Friday.

One man from Sydney had his licence suspended after police clocked him travelling at
181 kilometres an hour in a 110 km/h zone on the Hume Highway near Jugiong, west of Yass.



In other states .. three people have been killed on Queensland roads .. two each on
South Australian and Tasmanian roads .. and one in Victoria.

The ACT, Northern Territory and WA remain fatality free.

Vic: Dad to stand trial for murdering sons

GEELONG, Vic, Aug 17 AAP - A Victorian father will stand trial for allegedly murdering
his three sons by driving them into a dam in a case a judge says was either a tragic accident
or a deliberate and wicked act of revenge.

Robert Farquharson, 37, was today committed to stand trial for the murders of Jai,
10, Tyler, 7, and Bailey, 2, who drowned in a Winchelsea dam, south-west of Melbourne,
on the way home from a Father's Day outing in Geelong last year.

Farquharson pleaded not guilty to the murders today, and has maintained he suffered
a coughing fit and blacked out while driving, then tried to save his sons as the car sank.

Magistrate Jon Klestadt said Farquharson's story was in stark contrast to what police claimed.

"There is no middle ground in this difficult affair at all," he said.

"It was either a tragic accident or a premeditated, deliberate and wicked act of revenge
by the defendant against his former wife," Mr Klestadt said.

He said tyre marks left by the car driven by Farquharson, and the alleged anger the
father had towards his ex-wife, could be enough evidence to convince a jury he murdered
his sons.

"The forensic evidence itself provides a basis upon which a jury could come to the
view ... that the act of driving the vehicle off the roadway was deliberate and that its
passage from the highway into the dam was again deliberate," he said.

But Mr Klestadt also said there was a significant amount of evidence supporting Farquharson's
story.

Farquharson's ex-wife Cindy Gambino told the court she did not believe he had murdered
their sons.

But Winchelsea man Greg King claimed Farquharson had told him he planned to kill the
boys to punish Ms Gambino.

Farquharson's lawyer Russell Sarah said Mr King's evidence could not be relied on as
it was not corroborated by his wife, despite his claim he discussed Farquharson's alleged
threat with her.

Mr Sarah also said there was enough evidence to suggest Farquharson could have steered
the car by convulsing with his hand on the wheel whilst unconscious.

Prosecutor Jeremy Rapke, QC, said Mr Sarah's submissions were "as bizarre as the circumstances
of this event," and there was sufficient evidence against Farquharson.

This included notes made by a paramedic who attended the scene, describing Farquharson's
"piss-poor effort to rescue the boys" and police evidence that found the car was deliberately
driven into the dam, as well as Farquharson's "long-standing depressive condition".

Farquharson had been taking medication for depression, which had allegedly worsened
after his separation from Ms Gambino in November 2004, the court heard.

Farquharson, of Mt Moriac, near Geelong, is on bail and has been ordered to face a
directions hearing at the Victorian Supreme Court in Melbourne on October 31.

BRISBANE, April 11 AAP - An inner-Brisbane fast food outlet has been robbed for the
second time in four days, possibly by the same man.

A male employee was threatened by a man armed with a knife as he was closing the Subway
outlet in New Farm about 11.10pm (AEST) yesterday.

The man escaped with cash and was last seen running up Brunswick Street.

The same store was robbed on Friday night by a man police said was of "similar description".

He is described as Caucasian, about 175cm tall and clean shaven. He was wearing blue
jeans, a green shirt and was carrying a white backpack.

Senior government ministers have been forced to defend Telstra's new boss SOL TRUJILLO
from what they say are grubby attacks from Labor.

Labor senators used question time in parliament yesterday to raise concerns about Mr
TRUJILLO'S track record with rural customers during his time as chief of American phone
company US West.

The Senate heard that Mr TRUJILLO was reportedly forced to settle a multi-million dollar
class action with US West's regional customers after the company slashed their services.

US West had also divided its customers into categories of gold, silver and bronze,
with regional customers falling into the bottom category.

But Finance Minister NICK MINCHIN and Communications Minister HELEN COONAN have defended
Mr TRUJILLO, saying he is the best person to lead Telstra.

Senator MINCHIN says the questions are a grubby little attack from the mindless, useless
opposition which continues to oppose any decent reform in Australia.

Chromebook: Good for play, bad for work; PersonalTechnology.(Business)

Consumers shopping for a PC have a new choice: laptops running Google's Chrome OS operating system.

The first Chromebooks went on sale last month and more are expected. I've been testing out Samsung's Series 5 Chromebook with Wi-Fi and 3G. I like it, but it has some significant shortcomings that will make it unsuitable for many users except as a secondary computer.

Chrome OS is built around Google's Chrome Web browser. When users log on to a Chromebook, they don't see a standard PC desktop; instead, they see a tabbed browser window. Rather than using separate applications to check email, compose documents or send instant messages, everything you do in Chrome OS has to be done within the browser.

The advantage is that Chrome OS is a much more streamlined operating system than Windows or Mac OS. Startup and shutdown can be done in less than 20 seconds or so, and resuming from standby mode is nearly instantaneous.

Chrome OS is also theoretically much more secure than standard laptops. Because Chromebooks are designed to be connected to the Internet, little data is stored on the machine itself. And because everything is focused on the browser -- which Google updates frequently -- there's less chance of a malicious program running in the background.

Not being able to run "native" programs other than the browser itself may seem like a limitation, but these days you can do a lot with a browser. I used to run multiple programs at once on my Windows PC, including a Web browser, Outlook for checking email and keeping track of appointments, Word for composing articles and Excel for creating spreadsheets. Now I typically do most of those things in my Web browser, thanks to online services such as Gmail and Google Docs.

Google has set up an application store for Web apps for Chrome OS, including games like "Angry Birds." But because the operating system is built around the Chrome Web browser and includes Adobe's Flash, you can use it to access a wide swath of applications and services on the Web.

When Google unveiled Chrome OS last fall, neither the operating system nor the hardware it ran on was ready for prime time. Chrome OS was buggy and lacked key features such as support for external drives, and the prototype laptop's trackpad responded only intermittently when I tried to click on something.

Chrome OS and Chromebooks have come a long way since then. The operating system now supports external drives, so you can plug in a flash drive or an SD card in a dedicated slot and pull up pictures or other files. And I ran into no problems with the trackpad on Samsung's Chromebook.

I did run into some performance issues, however. Initially, various applications, including Flash, crashed. And I repeatedly got error messages warning me that particular browser tabs had died.

Google representatives said the underlying problems have been fixed in a new update, and I haven't encountered them since.

I really liked the design of the Chromebook. It's thin and light, weighing in at just 3.3 pounds. It has a full keyboard, a bright 12-inch screen and a battery that lasted a full workday in my testing.

Another nice feature: The top-end Chromebook includes a built-in antenna to connect to the Internet via Verizon's cellphone network, which allows users 100 megabytes of free data each month. That can be useful when users aren't around a Wi-Fi hot spot.

All that said, the Chromebook has limitations. Chrome OS still doesn't support VPN, so you can't use the Chromebook to connect to the many corporate networks that require it. What's more -- and this was a big one for me -- Citrix doesn't yet have a plug-in for Chrome OS. That means you can't use a Chromebook to run virtual versions of Windows apps delivered over a network -- which is how we at the newspaper access our publishing system.

Google says that both VPN and Citrix support are coming soon.

And there are still plenty of applications that don't yet run under a Web browser. You can't run sophisticated photo- or audio-editing software on Chrome OS. And you won't be able to play the latest PC games.

The lack of native apps presents another big problem because many Web apps won't work unless you're online. That can make the Chromebook all but unusable if your Net access is down or if you are out of range of a data connection.

Chrome OS also doesn't natively recognize many popular file formats. For example, I couldn't use it to watch videos I made on my older digital camera because they were recorded in the AVI format.

And the operating system has other less serious but sometimes annoying limitations. One big one for me: Chrome OS doesn't allow you to adjust how quickly a character repeats when you hold down its key.

For those reasons, the Chromebook won't work as the primary PC for many consumers. But for those who only want a PC to surf the Web, send email and play casual games, the Chromebook is definitely worth a look.

South Africa skipper Graeme Smith still clearly has to learn from his mistakes after he declared his side the team to beat ahead of their three-Test tour of Australia. The Proteas are yet to win a Test series Down Under. And Smith need only look back to 2005-2006, when the tourists lost the series 2-0 on the back of some aggressive talk from the young skipper. And this time, Smith is not so much targeting the world No.1 side as talking up his own personnel. When should the media cover politicians' sexual improprieties?(DIALOGUE: LET'S TALK ABOUT SEX)(Discussion)

ADAM SERWER: So, shortly after Arnold Schwarzenegger left office, we found out that The Governator fathered a child out of wedlock with an employee. Did the media fall down on the job here?

PATRICK CALDWELL: No. The press already wrote about Arnold's womanizing past when he first ran for governor. Does the revelation of a kid change how people should view his performance as governor?

ADAM: Being unfaithful isn't relevant to governing. But people who give money or vote for a candidate deserve to know if there's a time bomb in their candidate's past.

PATRICK: Those time bombs don't always ruin a candidate's future. David Vitter paid for prostitutes and won reelection in a conservative state. Voters cared more about his hard-right views than whom he slept with.

ADAM: That's true more for Republicans than for Democrats. Being a conservative immunizes one from criticism by those who would normally be the most outraged about it.

PATRICK: Where is the line? Mainstream outlets shouldn't look to Star and Us Weekly for guidelines on these kinds of stories.

ADAM: We don't need several hours a day of cable news bloviating about "The Sperminator."

It's one thing to cheat on your partner--that's your business. But it really stops being that way once some other issues come into play.

PATRICK: Of course. Some instances are clearly newsworthy. The rape charges against Dominique Strauss-Kahn clearly fall beyond what we're talking about. The reporting on John Ensign is a more typical case. The important part wasn't his sexual habits; it was the fact that his hush-money payoffs probably broke the law. However, most news accounts avoided the serious parts and used scandals to titillate their readers.

ADAM: IS it really either/or? Should the media ignore evidence of impropriety if it's of a sexual nature?

PATRICK: It's more a matter of whether it's an impropriety than whether something is sexual. Politicians of all stripes do questionable things in their personal lives. The only reason infidelities come to light is because sex sells.

ADAM: But doesn't John Edwards prove that sometimes they don't come to light precisely because the media thinks it would be gross to look at them?

PATRICK: That's the beauty of the Internet age. Edwards and Schwarzenegger were caught by gossip outlets, though the scandals didn't get widely accepted until after the mainstream media began covering them. Let political reporters spend their time digging into the important stuff, and if there's something truly outrageous, TMZ can file the initial story.

ADAM: Well, they won't be shamed out of looking, that's for sure.

Gabby issues a new denial over net lies.(News)

TELEVISION presenter Gabby Logan yesterday issued a fresh denial over false rumours that she has had an affair with BBC colleague Alan Shearer. She attempted again to damp down internet speculation, sparked by a privacy injunction granted by a judge to a different TV star, that has continued to mar her reputation and that of the former England football captain.

Writing on Twitter, mother-oftwo Mrs Logan said the gossip was 'unfair' and declared of the allegation that she is having an affair: 'I am not and never have.'

The presenter of BBC 1's Final Score football programme has made a series of repeated public protests over the gossip, during which she has condemned privacy injunctions and complained that she has been smeared while celebrities with something to hide have been shielded by the courts.

Her plight has followed the worldwide and permanent injunction granted last week to another married TV star. Internet speculation has falsely linked her with the injunction, which banned any publication of a picture of the 'family man' with a woman.

Gossips are also wrong to link Mr Shearer with the order.

Mrs Logan's first denials came last week when internet gossip became widespread following the privacy injunction given to the other star.

On Wednesday she told the Daily Mail: 'I'm a happily married and faithful wife. It is devastating and hurtful that malicious lies can be circulated on the internet without control when people who genuinely do have something to hide can be protected by court rulings.'

Yesterday, in response to a Twitter correspondent who alerted her to a TV report about the allegations, she repeated the controversy is 'about internet gossip and how unfair it is'.

The Logan case has exposed an underside of privacy law which was not foreseen by the judges who developed it on the back of human rights rules.

No judge has given any public indication that they realised giving a gagging order to cover up the sexual misbehaviour of one celebrity could damage the reputations of the innocent.

Privacy injunctions have also produced a wave of false internet allegations against film star Ewan McGregor, wrongly identified as the actor who shared a prostitute with Wayne Rooney. Yesterday, as yet another adulterous Premier League footballer won a privacy injunction to keep his name secret, there were indications of growing political concern.

Justice Minister Jonathan Djanogly indicated that ministers want to gauge the scale of the use of privacy law.

He told MPs in a written answer: 'We are currently examining the issue of how reliable data on the number of injunctions issued by the courts might be collated in the future.'

Between 30 and 40 privacy injunctions and super-injunctions are in force. Super-injunctions, which are falling out of favour with judges following public outrage over their use, are so draconian that it is a crime even to mention that they exist.

Premier League club officials are understood to have held a meeting last week to discuss the impact on their reputation of the large number of privacy gags given to footballers. A full team of stars, together with a choice of managers, could be picked from those who have taken out privacy injunctions.

The latest forbids the naming of a Premier League footballer and his adultery with a woman who can be named, 18-year-old model Kim West.

Bizarrely, footballers now appear to be competing to enhance their reputations through their privacy injunctions. Yesterday's gag says the player concerned may be referred to as 'a top Premiership footballer and/or soccer ace/star.'

In fact the footballer is not a household name.

In Hindsight: College grads, it's expensive, but California needs you.

May 27--Here's some news you may have missed last week, based on staff and wire reports.

Monday

You may have heard there's a real estate slump, but that's not necessarily true in the upper reaches of the housing market. In the Bay Area's most expensive communities, luxury homes are holding their value compared with a year ago, about $2.9 million on average, according to First Republic Bank's "prestige home index."

In East Bay communities such as Lafayette, shall we say, "buyers are clearly being more discriminating," the bank reported. On the west side of the bay -- the Peninsula, San Francisco and Marin County -- activity in the luxury market was especially strong in the first quarter.

"A majority of the deals are generating multiple offers," said Hugh Cornish of Coldwell Banker in Menlo Park.

Tuesday

Mountain View Internet juggernaut Google disclosed in a Securities and Exchange Commission filing that it has invested $3.9 million in 23andMe, a biotech start-up that also received funding from Genentech and others.

One of 23andMe's founders, Anne Wojcicki, is married to Sergey Brin, Google's co-founder and president-technology. Google assures us the investment is worthy: "Google's audit committee reviewed and approved this transaction as part of Google's procedures for entering into transactions with related parties," the company said in the filing.

Wednesday

California's bustling economy is threatened by a lack of highly skilled workers, according to a report by the non-profit Public Policy Institute of California. The study said more college graduates moved out of the Golden State (658,000) from 2000 to 2005 than moved in (612,000).

We'll need a huge number of college graduates to meet the demand for highly skilled workers from now until 2025, the study concludes. "For either foreign or domestic migrants to fill California's skills gap would require migration of unprecedented magnitude," said demographer Hans Johnson. "That seems implausible, if not impossible."

Thursday

Dude, it's your choice: You can buy a customized Dell PC directly from the Texas computer maker, or you can buy an off-the-shelf desktop at your nearest Wal-Mart or Sam's Club. (Then again, you could always go with a computer from Hewlett-Packard, Apple or numerous other makers.)

Dell and mega-retailer Wal-Mart Stores said two Dell desktop models -- both priced under $700 -- will be available at U.S. Wal-Mart and Sam's Club locations beginning June 10.

Friday

The subprime-mortgage mess is hurting the nation's real estate market nationwide, according to the National Association of Realtors: Existing-home sales in April were down 10.7 percent from a year earlier.

"We've been anticipating slower home sales because many subprime loan products are no longer available," Lawrence Yun, the group's senior economist.

The median price for all homes nationwide was $220,900 (LOL!), down 0.8 percent from a year earlier.

More lawsuits in theft of city tax funds possible.

Nov. 16--The Davis Cooper embezzlement saga is not over.

Bowling Green city commissioners voted 4-0 after a closed session last night to hire a Lexington law firm to pursue unspecified "persons or entities associated with Cooper" for damages relating to his theft of city tax funds. Commissioner Mark Alcott left before the vote.

They voted to hire Sturgill, Turner, Barker & Moloney to investigate and possibly seek damages from anyone who might have contributed to Cooper's 20-plus years of undetected embezzlement. The firm would be paid up to $125 per hour, plus expenses and 20 percent of whatever money its attorneys can recover, according to the agreement.

Cooper, the former city chief financial officer, was arrested in March when city Finance staff discovered he had been funneling payments from the city insurance premium tax into his private accounts.

He admitted stealing more than $3 million, and was sentenced to eight years in federal prison.

In the wake of that discovery, CPA Larry Williams was hired to examine the financial controls the city was putting in place and suggest further changes, to prevent anyone from being able to steal as Cooper did.

He presented a public report at last night's commission meeting, and later met with commissioners to discuss legal action.

The major problem with city accounting was that Cooper had helped design the software system installed in 1996, Williams said.

That let Cooper enter and alter data without other employees' knowledge, making the system seem to work fine without adding some payments to final totals, he said. The flaw has been fixed.

Cooper was also able to steal checks from the city vault after hours, Williams said. Now insurance tax receipts go to a lock box, and cameras have been installed in the vault, he said.

City Treasurer Jeff Meisel said he intends to put in lock boxes for all city tax payments, keeping them out of reach of employees on their way to the bank.

Williams advised adding further user-tracking software, and doing random audits of accounts.

After sharply questioning the city's evaluation process for vehicle bids, commissioners voted 4-1 to table a $740,659.36 purchase of 23 police-package cars, a cargo van with a dog cage, and seven trucks with various features.

City staff recommended awarding the bulk of the bids -- mostly for replacement police cars -- to Greenwood Ford, based on comparisons of purchase price, maintenance history, expected life, customer service and a survey of users.

City Fleet Manager John Lewis said Campbell Chevrolet offered the low bid on police cars, but evaluators from various city departments found a "very stark comparison" in maintenance costs, with Impalas costing several times what it takes to maintain Ford Crown Victorias.

That comparison was presented in a report nearly two inches thick. But commissioners complained they had not had time to adequately study it.

"Are we just cutting down trees for the fun of it?" Commissioner Brian "Slim" Nash asked, hefting the bulky report.

Mayor Elaine Walker said serious questions about the evaluation process remained, and pointed out dealers with which the city has no experience got high, and varied, marks on customer service.

"I have a very difficult time making an educated decision on three-quarters of a million dollars tonight," she said.

Public Works Director Emmett Wood said he would probably have a re-evaluation done by the commission's Dec. 6 meeting.

At an afternoon work session, commissioners heard a report on the feasibility of Bowling Green Municipal Utilities building a fiber-optic-to-the-home network to carry phone service, cable TV channels and high-speed Internet.

Kim Kersey, JEA's senior vice president for Telecommunications at Jackson Energy Authority, told commissioners -- as he'd told the BGMU board Monday night -- such a network would probably support itself if BGMU goes into the cable and Internet businesses for itself, but if the utility only builds a fiber network and rents space to cable, phone and Internet companies, it probably won't break even.

Jackson Energy Authority, the public utility of Jackson, Tenn., built its own fiber network in 2004, and provides cable TV service itself. The utility was hired to study the idea's practicality here.

JEA did a phone survey of BGMU customers, and found a substantial majority had at least some interest in all three services on fiber-optic, Kersey said.

JEA studied three types of possible fiber networks: *A retail model, in which BGMU would not only build the fiber network but become a cable company, phone company and Internet service provider itself; *An open-access model, in which BGMU would build the network and rent space on it to competing cable, phone and Internet companies; and *A hybrid model, in which BGMU would offer at least one service -- cable TV, and possibly Internet -- itself, and rent space to competing phone companies.

The utility should be able to make retail or hybrid services pay for themselves, but an open network would probably always run in the red, Kersey said.

A retail model would likely require a $43 million bond issue to build and operate, while a hybrid network would run $41 million, he said. An open network would cost the least, at $30 million, but also would give BGMU the least control over service and billing, Kersey said.

He recommended a hybrid system, with BGMU providing TV and Internet service and doing all marketing and billing.

Commissioner Brian Strow asked what would be the ultimate goal of getting BGMU into the fiber-to-the-home business.

It would speed the arrival of high-volume, high-tech information services in Bowling Green, Kersey replied. Otherwise, it might take years to get local services at the level many large cities have -- and those services should help attract high-tech businesses, and give local small businesses the same information access as large companies, he said.

Strow asked why JEA doesn't offer Internet services, since Kersey recommends BGMU offering them.

Kersey said they wanted to, but a local Internet provider sued, and the idea was dropped to avoid slowing the financing process.

Strow then asked if Kersey expected BGMU would offer adult programming on pay-per-view channels, if it owns its own cable company.

Kersey said JEA does, but doesn't promote it, and assumed that BGMU would as well.

Before JEA built its fiber system, Walker asked, how many cable, phone and Internet providers did Jackson have, and what happened to them?

Jackson had one cable company, BellSouth and eight or nine Internet services, and all are still operating, Kersey said.

Rick Williams, general manager of Insight Communications, cautioned commissioners to be careful not to invest in technology that might soon be outdated.

"You're talking about 40-plus million dollars to spend," he said.

He was seconded by Jan Allis, partner with John Baldwin in local Internet company Access Kentucky.

Access Kentucky seeks to eventually provide citywide wireless Internet, Allis said. The Federal Communications Commission is now debating what to do with the bandwidth now assigned to analog TV programming when TV broadcasts are required to go digital in 2008, he said.

If that is assigned to the Internet, companies like his can provide phone and video over the airwaves, which might make those services over fiber irrelevant, Allis said.

Commissioners unanimously approved city police policies allowing the purchase and use of Tasers, to be issued to all traffic, patrol and animal control officers, and supervisors.

Ninety percent of Bowling Green residents recently surveyed said the city is a good or excellent place to live, according to John Parker of The Kentucky Poll.

He summarized results of the Oct. 21 phone survey on local government and services, a poll taken every two years.

A total of 201 people were questioned: 131 women and 70 men, Parker said.

In declining order of importance, Bowling Green's size, friendly people and location were the biggest reasons people like it here, he said.

But they viewed traffic, reckless spending, corruption and street conditions as the most serious problems facing city government, and said city officials aren't dealing as well with those issues as when the poll was last taken, Parker reported.
