While the IG's report seemed to lay the blame for the origin of the e-mails at Kunene's door, the committee has left the way open to the involvement of others, including foreign spies. It noted that the IG was unable to establish the e-mails' source and did not rule out the involvement of foreign intelligence services.
"It is therefore recommended that that investigation ... continue," the report says.
